Category:Florești is a city in another country than Romania (and certainly without a refinery). There are multiple localities named Florești in Romania so I don't know which to assign here. Yeah I don't know why there were two CfDs either. I actually wasn't aware there were two of them I closed the for preschools. It doesn't seem like anyone made a good argument for keeping the categories in the second one anyway though. I get your explanation to a degree but when I went through the categories as part of moving them a lot the Wikidata items, file names, descriptions, Etc. Etc. for the schools refer to them as preschools. So it seems like a distinction without a purpose. Even if it wasn't, Category:Nursery schools in the United Kingdom only contains a single subcat anyway. Are you really going to make an issue out of it because of one category? According to Wikidata it's a primary school even if the name has "nursery" in it. So I don't think it matters. Probably the category should just be renamed to Category:Great Barr Primary School.
